Ross Cullum sat in a bar and watched Emma Scorpio-Drake publicly fall apart over her grandmother’s condition. He watched a young woman scream at Jack Brennan that the WSB had ruined Anna Devane‘s life. He watched every raw, unguarded, grief-soaked word come out of that girl’s mouth. And then he turned to Jack and said “it is so sad to watch a good agent break.”

He was not talking about Anna.

He was looking at Emma.

The Man Who Needs Anna Devane Alive

Here is the theory that is keeping us up at night and we need you to sit with it.

Ross Cullum does not want Anna Devane dead. A dead Anna Devane is a problem. A dead Anna Devane is a martyr. A dead Anna Devane is an investigation, a file that gets opened, a trail that gets followed, a name that gets spoken in hushed tones at the WSB for the next twenty years. A dead Anna Devane is dangerous to Ross Cullum in ways that a living Anna Devane simply is not.

What Cullum needs is exactly what he has right now. Anna Devane sedated in a private clinic in France. Anna Devane screaming about Faison being alive while doctors exchange concerned glances. Anna Devane whose testimony means nothing because she has been officially classified as an agent who broke under the pressure of a mission and went rogue. Anna Devane whose most credible witnesses are a grieving granddaughter and a dead man’s daughter and a woman who once held her colleague hostage in a basement.

Cullum told Sidwell to let Anna cook in that mental institution until they need her. He did not say until she is better. He did not say until she is stable. He said until they need her. Anna Devane is not a victim in Cullum’s worldview. She is a resource. A resource that is currently stored exactly where he put her and is exactly as discredited as he needs her to be.

What If He Put Her There on Purpose

Picture it. Anna Devane did not have a breakdown. Anna Devane was broken.

She was kidnapped on Halloween. She was held in a facility where someone spoke French, where the intercom carried a voice she recognized, where everything around her was designed to make her believe she was reliving her worst nightmare. Faison’s book. Faison’s cigarillos. Faison’s voice through a speaker in the dark. Every carefully placed detail engineered to destabilize the most formidable mind in the WSB’s history.

And then she escaped. She fought a police officer. She wound up in French custody screaming about a dead man and a conspiracy that nobody believed. And Cullum, who knew exactly where she was the entire time, told the WSB she went rogue. Told Carly that anyone can crack under the right conditions. Watched the whole thing unfold from a safe distance and called it a tragedy.

What if there is someone at that French clinic on Cullum’s payroll? What if every time Anna gets close to clarity, close to being able to articulate what actually happened to her, something happens to push her back under? What if the reason Dr. Laurent keeps insisting Anna is not ready to be moved is not because he is a cautious physician but because someone with a WSB budget has made it very worth his while to keep Anna Devane exactly where she is?

The Part That Should Terrify Everyone in Port Charles

Ross Cullum sat in that bar tonight and catalogued everything he saw.

He saw Jack Brennan asking Emma for information about Anna. He saw Emma shut Jack down with righteous fury. He saw a young woman who is clearly close enough to the truth to be dangerous and emotional enough to be unpredictable. He saw someone who loves Anna Devane enough to do something reckless.

And he called it sad to watch a good agent break.

Emma Scorpio-Drake is not a good agent. She is not any kind of agent. She is a young woman in Port Charles who is very publicly falling apart over her grandmother’s condition and who just told a WSB director to leave her family alone in the middle of a crowded bar.

Cullum noticed. Cullum always notices. And the man who engineered Anna Devane’s complete psychological destruction without ever putting his hands on her has now identified the one person whose pain could make Anna do something reckless even from inside a French clinic.

You do not have to hurt Anna Devane to control her. You just have to hurt someone she loves.

So What Happens When Emma Finds Out

What if Emma Scorpio-Drake starts pulling on the right threads? What if she figures out that Anna was not broken by a mission but broken deliberately? What if she gets close enough to the truth that Cullum decides she is no longer just a grieving granddaughter but a genuine liability?

Port Charles has seen what Ross Cullum does with liabilities. He withholds medication. He issues veiled threats in diners. He sits in bars and watches people fall apart and calls it sad with the calm detachment of a man who has done this before and fully intends to do it again.

Anna Devane is in a clinic in France and she is not getting better because she is not supposed to get better. And somewhere in Port Charles, Emma Scorpio-Drake just made herself the most dangerous kind of target. The kind Cullum does not need to touch. The kind he just needs to watch.
