The PCPD has been searching for her family and coming up empty. If nothing changes before Phoebe is well enough to leave the hospital she goes to a foster home.

Brook Lynn heard that and did not hesitate.

She and Chase applied to be Phoebe’s foster parents. Not because it is easy. Not because the timing is perfect. Because Brook Lynn Quartermaine walked into that NICU, sat beside a baby who had nobody, and recognized something in that situation that she could not walk away from.
