We need to talk about Ross Cullum on General Hospital because something is not adding up and we think we have figured out what it is. This man showed up as the WSB Director, partnered with Jenz Sidwell, and has been pulling strings from the shadows ever since. He is running “Faison’s final project.” He is holding Britt Westbourne’s Huntington’s medication hostage. He threatened to throw a child — Rocco — into Steinmauer prison. He had Anna Devane locked in a French mental institution where she was tormented with recordings of Faison’s voice until she had a complete psychotic break.
And when Cullum visited Carly, he told her that “anyone could crack under the right conditions.”
That is not the energy of a bureaucrat. That is the energy of a man who knows exactly how to break someone because he has been doing it for decades. That is Cesar Faison energy.

The Evidence Has Been Staring Us In The Face
Let us walk through what we know. Cullum is Sidwell’s partner on a project that is specifically tied to Faison’s legacy. Britt Westbourne — Faison’s daughter — is the only person who can complete this project, and Cullum is the one forcing her to do it by withholding her medication. Nathan West — Faison’s son — mysteriously came back from the dead. Anna was held captive and told repeatedly that Faison was coming for her, that they were “soulmates,” that he would show himself when he was ready.
Peter August appeared to Anna in her cell and told her that “deep down, Faison always wins.”
Jason shot Faison in the chest years ago. But when has death ever stopped anyone in this family? Britt was dead. Nathan was dead. Peter was dead. And now they are all back. Why would Faison be any different?
Ross Cullum Has Been Hiding In Plain Sight
Think about it. If you were Cesar Faison and you wanted to continue your work without interference, where would you hide? You would not skulk around in catacombs waiting to be discovered. You would go somewhere no one would ever think to look. You would get plastic surgery, take on a new identity, and infiltrate the one organization that has been hunting you for decades.
You would become the Director of the WSB.
Ross Cullum has access to everything. He controls the narrative around Anna’s disappearance — he is the one who told Jack Brennan that Anna “went rogue” and had a “mental breakdown.” He is the one who classified all the information so no one can investigate. He is the one stonewalling everyone who asks questions. He is running interference from the inside because he IS the threat everyone is looking for.
Why Would Faison Do This?
Faison has always been obsessed with two things: Anna Devane and his legacy. Ross Cullum is currently orchestrating a project that involves both. He is forcing Faison’s daughter to complete Faison’s final work. And he systematically destroyed Anna’s mind by isolating her and making her believe she was going crazy.
That is not business. That is personal. That is decades of obsession finally coming to fruition.
Cullum told Britt that if she wants to stay alive, she has to comply with his orders. He told Carly that anyone can crack. He threatened to imprison a child to keep Britt in line. This is a man who operates exactly like Faison always operated — through manipulation, control, and terror.
The Final Project Is Faison’s Resurrection
What if the “final project” is not some weapon or some experiment? What if Britt is being forced to complete medical work that will allow Faison to fully emerge from whatever state he has been in? What if Cullum is a transitional identity — a mask Faison has been wearing while his daughter perfects whatever he needs to become himself again?
It sounds insane. But this is the same show that brought back Britt and Nathan from the dead. This is a soap opera where Faison has faked his death more times than we can count. Nothing is impossible in Port Charles.
Ross Cullum is Cesar Faison. We are calling it now.
